import duties when the agreement comes into operation, Y.L. would be prepared to exchange notes with me, recording the mutual consent of the two Governments, to put the agreement into operation on the 1st of January 1884, I now beg to inform Y.L. that I have received from my Govt. the required information, and that the scale of excise duties which they propose at present to levy is at the rate of 72 cents of a Mexican dollar per gallon on the sale of all spirits not exceeding 30 degrees of alcoholic strength, which is the utmost limit of the strength of spirits now manufactured in Liam.
I now beg leave to request Y.L. to exchange notes with me in the manner suggested in Y.L.'s letter.
